Animal Law Section
Pound Seizure Banned in Minnesota
On April 28, 2012, Governor Mark Dayton approved H.F. 2398, a bill that repeals pound seizure and prohibits persons from releasing for the purpose of research or product testing animals seized by public authorities. Since 1949 publicly funded animal shelters in Minnesota have been required to release unclaimed animals to researchers or educational institutions that request them. Data practices requests to the Minnesota Board of Animal Health confirm however that for many years, the law has not even been used. _____________________________________________________
